Max Romanchenko bug for you.

Amrayu78 Fixed. The title had an old English project that its author had deleted, and the site still counted it, so English looked taken. Requests now look only at published projects. I also cleaned up 12 more leftovers like this across the site, so their titles show the right subtitle status again.

Max Romanchenko Can we also add logic so we don't count titles that have "dropped" subtitle projects? If a title has a dropped subtitle project, allow users to still vote/request. This will allow users to still request for titles that have been dropped and potentially another fansubber can still pick it up.

Amrayu78 Done. A dropped project no longer blocks requests for its language, so users can request it again. In the profile, such requests no longer show as Adopted, the link to the dropped project stays.
