Give permissions to Dashboard Downloads to cat

Sometimes admin user, catstreet, needs access to the admin search for Downloads in the front-end Dashboard.
She doesn't have this option available to her.
Can you give her permissions to it?

I just checked the corresponding code for Downloads  tab and found nothing to block the admin role (catstreet is an admin, right?) from displaying the user search.
How can I test from catstreet account? Can she temporarily change the password so I can log in as catstreet and test again?

Max Romanchenko: We checked yesterday and it's not showing on her dashboard? She mainly uses Brave as a browser though. Can this affect it?

Amrayu78  I don't think it's the browser....
It's no different from my account (we're both admins).
I definitely need to log in from her account and inspect it in as much detail as possible, if possible of course.
